This
paper examines the gendered dimensions of inclusion in skill development
initiatives under the Skill India Mission among marginalised rural youth in
Assam. Using primary data from 600 respondents in Sivasagar district, it
employs a gender-disaggregated empirical framework and logistic and multilevel
regression models to examine how socio-economic, institutional, and digital
factors shape program participation. Findings reveal that women's inclusion is
strongly mediated by Self-Help Groups and community networks, whereas men's
participation is more affected by prior experience and income. Women face
greater exclusion due to the distance to training centres and infrastructural barriers.
The study emphasises the need for gender-sensitive delivery models grounded in community
structures and social capital within India's skill ecosystem.
