Abstract
This study examined the inclusiveness of employment generation under the
Mahatma Gandhi National Rural Employment Guarantee Act in Assam, focusing on
Scheduled Castes, Scheduled Tribes, women, and persons with disabilities. Using
district-level panel data from 2019–20 to 2023–24, random-effects regression
models were employed to identify the determinants of participation. The results
showed that wage expenditure positively influenced SC participation and
participation of women. Employment of women was negatively associated with
delayed wage payments and below poverty line households. No significant
determinants were observed for ST participation, while the disability model
exhibited weak explanatory power. These findings highlighted the need for
timely wage payments, improved targeting, and inclusive implementation
measures.
